Bump stocks, which use the recoil of a semi-automatic firearm to simulate automatic fire, came into the national spotlight after a gunman in Las Vegas used the devices in a massacre that killed 58 people and injured more than 500.

"Obama Administration legalized bump stocks", the president tweeted, "BAD IDEA". Congress voted Friday to bolster background checks for gun purchases, spend more on school safety, and let the Centers for Disease Control and Prevention study gun violence, ending what was in effect a 22-year ban that was supported by the National Rifle Association.

President Donald Trump says his administration will "BAN" bump stock devices that "turn legal weapons into illegal machines".

Republicans, in response to the Las Vegas shooting, blamed the Obama administration for the sale of bump stocks.

Sessions' action opens a 90-day public comment period before the regulation can become final.

Attorney General Jeff Sessions said in a statement, "After the senseless attack in Las Vegas, this proposed rule is a critical step in our effort to reduce the threat of gun violence that is in keeping with the Constitution and the laws passed by Congress".

Though bump stocks were not used in the shooting at Marjory Stoneman Douglas High School, they were one of the proposals Trump backed in the wake of the deadly shooting.

The Bureau of Alcohol, Tobacco, Firearms and Explosives published a new proposed rule on Friday, following Trump's instructions on February 20.

Weapons classified as machine guns are grandfathered and may be kept if they were legally possessed before the Gun Control Act of 1968 was passed.

The government determined in 2010 that bump stocks couldn't be regulated unless Congress changed the law. Now under the law, automatic weapons made after 1986 are illegal under the Firearm Owners' Protection Act, meaning new automatic weapons for civilian use can not be manufactured.
