  • Police confirmed there had been casualties but did not immediately say what happened

His run-ins with the law regarded threats, property damage, fraud and a hit-and-run, but Adomeit said that all charges were dismissed.

"While the German authorities have not yet announced a motive for this cowardly attack on innocent people, we condemn it regardless, and pledge any support from the United States government that Germany may need".

Reul said two people were killed in the crash and the driver killed himself — lower than the earlier police toll of three dead plus the driver.

Police said some of the 20 injured persons were still in life-threatening condition, but did not release further details on their identities.

Amri's attack in Berlin in 2016 prompted German lawmakers to call for tougher security measures.

Authorities have searched the four apartments and multiple cars the attacker had looking for clues, Muenster police boss Hajo Kuhlisch said Sunday.

The horrific crash came on the one year anniversary of the Stockholm terror attack in which a hijacked lorry killed five people and seriously injured a dozen more.

A witness told German newspaper Bild: "I heard a loud, thumping blow, and suddenly people were yelling "Oh my God".

Muenster Police President Hajo Kuhlisch says "we are now focusing our investigations on getting a comprehensive picture of the perpetrator's behavior in the weeks (before the crash) to find out his motivation for this awful act".

"The investigations are being led under high pressure in all possible directions".

"This was a disgusting and sad day for the people of Muenster, all of Germany", said Armin Laschet, the governor of the German state where the attack happened.

They are investigating "all possible avenues", said the north-western city's senior prosecutor, Martin Botzenhardt.

The incident comes at a time of a heightened concern in Europe, following a spate of jihadist attacks using vehicles to kill pedestrians in the UK, France and Sweden.

"The van is not at the crime scene any more, all kinds of objects have also been removed, waste of course, as well as evidence that we've found on the ground", police spokeswoman Susanne Dirkorte said.

The man who drove his van into a crowd in western Germany on Saturday was a German citizen with psychological problems and with ties to far-right groups, local media reported on Sunday.

Large portions of the city center remained shut down hours later, as helicopters hovered in the sky and police officers with large rifles blocked streets.

In the attack on Saturday afternoon the man ploughed the vehicle into people seated at tables outside the Grosser Kiepenkerl eatery, a popular destination for tourists in the university city's old town.
