The countries known to have executed people for drug-related crimes are China, Iran, Saudi Arabia and Singapore.

The human rights group reported China implemented "more death sentences than the rest of the world combined", but did not provide a figure because executions are considered a state secret in the Asian country.

The AI report noted that at least 38 new mandatory death sentences were imposed past year - 21 for drug trafficking, 16 for murder and one for the discharge of a firearm.

Last year Amnesty International recorded 923 executions worldwide.

It said in its global report, "Death Sentences and Executions" that the amendments, approved by the king in December previous year, were an encouraging step.

"It is per se contrary to the Gospel", he continued, "because it entails the willful suppression of a human life that never ceases to be sacred in the eyes of its Creator".

Raha Bahraini, an Iran researcher with the IA, told Radio Farda that "Iran lags behind the global progress in the move to abolish death penalty".

On Tuesday in the Senate, Bishop Shelton J. Fabre, representing the conference, said, "The Catholic Church considers the death penalty an offense against the sanctity of life".

The House is considering the repeal of New Hampshire's death penalty, which applies the ultimate sanction to those who commit the worst crimes, including the murder of a police officer, murder during the commission of a kidnapping, rape, or robbery, and murder for hire.

Amnesty International recorded a noticeable decrease in the overall number of executions carried out for drug-related offences.

The report indicates a global decrease of 17 percent, reflecting a decrease of over 2591 in 2017 from the high record of 3117 of death sentences in 2016.

The Louisiana House Committee on the Administration of Criminal Justice voted 10-8 Wednesday (April 11) to reject a proposal to end the death penalty in Louisiana, the day after a Senate committee approved the very same measure.

It is possible the Asia-Pacific region has the "highest number of executions carried out and death sentences imposed for drug-related offences", Kulak said.

Botswana and Sudan, however, reportedly resumed executions this year.

China remains the "world's top executioner" amid a decline in executions worldwide, Amnesty International has said in its annual report on capital punishment. "It's become real", said Baba Leigh, a prominent Gambian activist who was once detained and tortured for his outspoken criticism of the Jammeh government's execution of prison inmates.

"The new legislation finally came into force on March 15, a bit longer than we thought because between Nov 30 and March 15 some cases (were still) sentenced (to mandatory death because) they can't use the new amendment", Lee said.

Rep. Joseph Marino, the political independent on the committee and a lawyer, said he can't "get past the fact that we might execute an innocent person".

There is now a court order in place blocking Louisiana executions indefinitely while a lawsuit over the state's protocol for lethal injections unfolds.

At least 15 countries imposed or implemented the death penalty for drug-related crime a year ago.

Lee added that AI would campaign for clemency in the case of Hoo Yew Wah, a Malaysian who has remained on death row since 2015.

AI also asked world leaders to totally forgo death penalties which it described as a symptom of a culture of violence, not a solution to it.
