Japan and North Korea should begin talks to normalise relations between the two countries and contribute to peace and stability in the region, South Korean President Moon Jae-in told a Japanese newspaper on Tuesday.

The summit was held in the port city of Dalian on Monday and Tuesday, just weeks after the two took part in historic talks in Beijing.

Kim made his maiden foreign tour by travelling to Beijing by train in March during which the two countries sought to reinforce their close ties as the North Korean dictator warmed up to Trump agreeing to meet the main USA demand to abandon the nuclear programme.

Pompeo said he hoped to be able to outline a set of conditions that would create the opportunity for a historic change in the security relationship with North Korea and added that sanctions would not be lifted until USA objectives were met.

Trump announced the planned telephone call in a post on Twitter, just days after a USA delegation returned from discussions in Beijing last week with no agreement on a long list of US demands, and ahead of more negotiations next week. The North is now detaining three US prisoners, and early talks before the summit strongly inferred that the prisoners would be released as a deed of "good will", according to inside White House source Rudy Giuliani.

Kim offered his views on how North Korea and China would "firmly grasp the strategic opportunity", it said.

According to China's official Xinhua agency, Mr Kim and Mr Xi discussed bilateral issues, and the Chinese leader told Mr Kim of his support of talks between North Korea and the United States.

North Korean leader Kim Jong-un and Chinese President Xi Jinping held their second summit in about 40 days, with Kim voicing his commitment to denuclearization, state media said Tuesday, ahead of an anticipated summit between Kim and U.S. President Donald Trump.

China is North Korea's only major ally, although trade between them has plummeted in recent months as Beijing enforces United Nations economic sanctions in response to the North's nuclear bomb and ballistic missile tests.

North Korean state media KCTV said Kim flew to Dalian on Monday on his private jet, where he was welcomed by high-profile Chinese officials including Foreign Minister Wang Yi.

It was Xi's second meeting with the reclusive North Korean leader in as many months. Broadly speaking, recent developments between North and South Korea have been met with widespread optimism and praise from the South Korean public.

Dalian was also the site of a 2010 meeting between Mr. Kim's father, Kim Jong-il, and Mr. Li, who is now China's premier.

He argues that the harsh regulations pushed North Korea towards neighboring allies.

"At a crucial time when the regional situation is developing rapidly, Kim said he came to China again to meet with (Xi) and inform him of the situation", the official Xinhua News Agency quoted Kim as telling Xi.

It was not known how long the Xi-Kim meeting had been planned or why Dalian was chosen. "This meeting is one that carries the will of President Trump and State Affairs Commission Chairman Kim Jong Un", she said, using Kim's formal title.
