President Donald Trump's nominee to be CIA director, Gina Haspel, said the agency should not have undertaken a past harsh interrogation program, while asserting that the program yielded "valuable intelligence". But by the time he released the statement, two key swing votes on the committee, Manchin and GOP moderate Senator Susan Collins of ME, had already announced they would vote for Haspel.

The Senate Intelligence Committee is to vote Wednesday at a closed-door session to approve Haspel's nomination and send it to the full Senate.

Mark Warner of Virginia, Haspel said one of the "hard lessons since 9/11" was the costs of the agency's use of torture, which she called "enhanced interrogation".

Haspel pledged at her confirmation hearing that she would never restart the program, in place in the years after the September 11, 2001 attacks, but did not go as far as saying it should not have been started. With Warner's support, she is expected to have the backing of all eight committee Republicans and at least two of the seven Democrats.

While most Senate Democrats, including Intelligence Committee veterans like Dianne Feinstein, have announced their opposition to Haspel's nomination, their pretensions to oppose torture and demand a higher moral standard in the CIA leadership are belied by their own records. With a 51-49 Republican majority - and one of the GOP no votes, Sen. John McCain of Arizona is absent.

Haspel's written responses also briefly addressed other important issues that did not come up at her hearing.

"While I trust her word, I will also verify, helping to ensure Congress conducts robust oversight of the Central Intelligence Agency under her leadership", she added. Uh, Senator Warner? You do realize that Virginia is now a blue-leaning state, certainly not North Dakota or West Virginia or IN or whatever?

As a member of the Senate Foreign Relations Committee, Mr. Paul's opposition nearly triggered the panel to report Mr. Pompeo out of the committee unfavorably before the full Senate vote.

Haspel had assured senators last week at her confirmation hearing that in hindsight, methods such as waterboarding - viewed as torture by critics - harmed America's image in the world, and she would not restart the program.
