Besides the Navy, personnel from the National Disaster Response Force, State Disaster Response Force, fire service, revenue and police departments are involved in the search and rescue operations.

Congress Minister Rahul Gandhi tweeted, "I'm deeply anguished by the tragic loss of innocent lives in the boat capsize on the Godavari River".

Officials at Devipatnam police station said bodies of eight women, four children and two men were recovered from the cabin of the vessel, which sank during a squall on Tuesday evening.

East Godavari district collector Karthikeya Mishra told reporters at the scene that since the launch was stuck in the sand, the rescue workers were making efforts to tie the rope to the railing to pull it horizontally. At least 40 people were onboard, including 20 members of a marriage party, reported the Hindustan Times. When the launch tilted, those sitting on the upper deck jumped into the river and were rescued by locals. He also announced government job would be provided to an eligible person each from the families of the victims and a house would also be built for them.

Divers then got into the act to extricate the bodies of the passengers by breaking open the glass windows.

Chief Minister N Chandrababu Naidu directed the officials to undertake rescue operations on a war footing. Officials informed him that the boat was also carrying cement bags and two-wheelers. They both swam to the shore and surrendered before police.

"Though heavy gales played a role in the mishap, the boat owner and his staff are allegedly at fault as they failed to rescue the passengers when the launch was sinking", Mr Naidu said.
