Baltimore community devastated after 'once every 1,000-year' flooding

"They say this is a once every 1,000-year flood and we've had two of them in two years", Hogan said.

Maryland Gov. Larry Hogan, who declared a state of emergency for the flooded community, traveled there late Sunday for a firsthand look at the destruction. Heavy rain is expected to continue in the area through at least 6:15 p.m., the National Weather Service reported.

Anyone looking for higher ground can go to the Roger Carter Community Center, the county said.

Flooding submerged parts of Maryland Sunday, prompting water rescues and shutting down roads.

Videos taken on Ellicott City's Main Street show roiling brown rapids, carrying cars and debris before them.

"We had a very, very heavy cell move over us, and it just unloaded and did not let up", he said.

He said: "We're just asking people to not come to Ellicott City".

Some residents of Ellicott City told The Baltimore Sun the flooding appeared to be worse than that from a storm two years ago that claimed two lives and destroyed local businesses. Some spots may have received 10 inches of rain in a 3-hour span.

Over Maryland, a weak weather system crossing this band of moisture, intensified dramatically and a line of thunderstorms formed, crossing directly over Ellicott City.

The Howard County Department of Fire and Rescue Services tweeted that multiple rescues were carried out, and rescue swimmers were called in to help. He said he thought the flooding could ultimately be worse than what was seen in Ellicott City in 2016. He said some of the areas repaired after the 2016 devastation withstood Sunday's flood waters.

In Towson, less than 15 miles north of Baltimore, two cars were inundated on a flooded road and Route 1 near White Marsh had to be shut down, according to The Towson Flyer. Located in the valley of the Patapsco River, a major waterway flowing to Chesapeake Bay, Ellicott City is known for its flood-prone location as much as its historic downtown.

Spokeswoman Karen Spicer in Howard County says she has no immediate information of any deaths after flash floods coursed through streets in Ellicott City, Maryland on Sunday.

In the middle of the storms, there are also reports of building collapses in Ellicott City, Howard County Fire & EMS reported.
