The British Columbia government filed a constitutional lawsuit Tuesday countering an Alberta government bill that would limit fuel being sent to the province.

Notley says issues such as pharmacare are important, but that "pharmacare does not grow on trees". Instead, Alberta's Deputy Premier Sarah Hoffman will attend.

"It would be surreal and exceptionally tone deaf for anyone to think we could politely discuss pharmacare and cannabis when one of the players is hard at work trying to choke the economic lifeblood of the province and the country", the Alberta premier wrote.

The NDP government in B.C. came to power past year - supported by the Green Party - after an election campaign in which it committed to working against the pipeline expansion owing to environmental concerns.

Notley said it might be worth going to the meeting to chastise Horgan if a decision on Trans Mountain were still a long way off, but the deadline is too soon now.

Attorney General David Eby said B.C.is prepared to ask for an injunction and financial damages against Alberta if it restricts the flow of fuel.

"It's very interesting on one hand; they don't want our oil, and they're suing us to give them our oil", Notley said.

"I understand Premier Notley's frustration, I share her frustrations", Moe said.

The dispute over Kinder Morgan's (KMI, OTCPK:KMLGF) Trans Mountain pipeline still loomed large at today's Western Premiers Conference in Yellowknife, NWT, as Alberta's representatives did not sign the communique out of the meeting because it did not include a statement of shared support of the pipeline.

He describes the spat between BC and Alberta holding up the pipeline like a political game of tennis.

The move sems to have backfired and emboldened everyone fighting the pipeline.

Alberta sees the pipeline as key to moving bitumen from the province to the coast and from there to lucrative overseas markets.

"Alberta seeks to utilize powers under the Act to punish British Columbia, and to exert pressure upon British Columbia with a view to forcing British Columbia to, inter alia, discontinue the reference to its own courts about the constitutionality of proposed amendments to the British Columbia Environmental Management Act", the plaintiff says.

Plans to triple capacity along the existing Trans Mountain pipeline from Edmonton to Burnaby have pitted Alberta and the federal government against B.C.'s government since January.
