Trump’s visa restrictions aimed at Chinese STEM students to start in June

President Donald Trump said Tuesday he is moving to finalize trade sanctions against China even as a USA delegation is set to travel to Beijing for talks to resolve the dispute.

The trade representative's almost 200-page report outlining China's trade practices alleges, among other things, that these policies "deprive USA companies of the ability to set market-based terms in licensing and other technology related negotiations with Chinese companies and undermine United States companies' control over their technology in China".

The White House said a final list of covered imports will be released June 15.

On Tuesday, the Trump administration renewed its threat to place 25 percent tariffs on $50 billion of Chinese goods in retaliation for trade practices it calls unfair.

The White House has said it will impose 25% tariffs on $50bn worth of Chinese imports "shortly" after mid-June.

That deal was separate from the United States investigation into China's alleged theft of intellectual property.

Trump's Treasury Secretary Stephen Mnuchin had said the trade war was "on hold".

A foreign ministry spokeswoman complained the USA decision to renew a threat to raise duties on a $50 billion list of Chinese goods conflicts with an agreement in mid-May aimed at settling that dispute.

A statement from the White House yesterday (29 May), said China has consistently taken advantage of the American economy with practices that undermine fair and reciprocal trade.

Trump, while demanding China to reduce the $375 billion by $100 billion retaliated with Dollars 50 billion tariffs on Chinese products.

In the same statement on Tuesday, the White House said that the USA will "continue to pursue litigation at the World Trade Organization" over allegations that China steals US intellectual property. "China's unwillingness to agree to a trade deficit reduction target or make other major concessions has probably emboldened those in the administration who have argued for a hard line stance against China on trade issues".

U.S. Commerce Secretary Wilbur Ross is scheduled to visit China on Saturday to negotiate the details of that agreement. The group cited research from Iowa State University economist Dermot Hayes, who estimates that USA pork producers have lost $2.2 billion on an annualized basis as a result of events leading up to and following China's 25 percent punitive tariff on pork.

The overall effect on furniture remains unclear, although opponents and proponents of the tariffs have mentioned furniture in their public comments on the issue.

The White House announcement came on the heels of stiff criticism from lawmakers of the White House 's negotiating tactics and willingness to soften tough penalties in some cases with no benefit to the US.

"We on the Chinese side do not want to fight but are not afraid to fight a trade war", she said.

The decision, which was announced after a state council meeting led by Premier Li Keqiang, aims to further open China's consumer market, will force its industries to upgrade and boost competitiveness, the government said in a statement.

"I hope the actions on intellectual property theft mean the mixed signals we've seen from the Trump administration on China are coming to an end", he said in a prepared statement.

Trump administration officials last month proposed a ban on sales of crucial American technology to ZTE, a giant Chinese telecom company that employs 80,000 people.

China's Ministry of Commerce responded in a mild fashion Tuesday.

The tariff threat could still disrupt Ross's China talks.
