Analysts have speculated that the changes represent a move by Kim to install more moderate voices in the military, possibly to pave the way for concessions over the country's nuclear program that may come out of the summit with Trump.

Asked to comment on speculation that Mr Putin might meet Kim at a regional security summit in China this weekend, Mr Putin's foreign affairs adviser, Yuri Ushakov, said no such meeting is planned.

Officials had also considered the Shangri-La Hotel, which hosts an annual worldwide security summit and was the venue for a 2015 meeting between Chinese President Xi Jinping and Taiwanese President Ma Ying-jeou. Their younger replacements are said to be loyal specifically to Kim Jong Un, which coincides with rumored concerns within the regime that someone could attempt to usurp the North Korean leader's power during his trip to Singapore.

Last month, the White House also unveiled commemorative coins for the summit, making for an awkward juxtaposition when Trump canceled the event on May 24, citing Pyongyang's "open hostility", although he subsequently revived the talks.

"It's easy to criticize Trump's approach, but it's an undeniable fact that he got North Korea moving to this stage", a diplomatic source based in Washington said Saturday.

The North, meanwhile, has noted possible stumbling blocks for the talks, including denunciations of upcoming military exercises involving the United States and South Korea. "I don't want to use that term because we're getting along", he said on Friday.

But Seoul officials' caution appears due in part to the little time remaining before the June 12 Singapore meeting and expectations that a declaration would be largely symbolic.
