The anger over the incident also attracted the attention of Puerto Rico Gov. Ricardo Rosselló.

A police officer seen in a video "doing nothing", while a woman was being harassed by a drunk man for wearing a Puerto Rico flag shirt, has resigned.

In the video, posted to Facebook by Irizarry, he can be seen repeatedly coming towards her while shouting at her as she asks him to stop.

The Forest Preserves issued its own apology for what happened. In the video, Irizarry is approached by a man, identified by authorities as 62-year-old Timothy Trybus, who tells her she should not be wearing the Puerto Rican flag shirt in the US, and asks "Are you a citizen?" She had appealed to Officer Connor for help, but he appears to not respond.

More officers arrived and arrested the man.

On Monday, Forest Preserves of Cook County, which administers the park, tweeted it was aware of the June 14 incident and video, and it had launched an investigation.

Connor, who has been with the force since 2006, was scheduled for a disciplinary hearing Thursday.

Ms Irizarry calls on a nearby park police officer for help.

Quick aside and history lesson: Puerto Ricans are indeed USA citizens.

But the video makes clear that we all have to step up to defend the United States from this tide of bullying, misogyny, homophobia, and xenophobia, and stand up for what America is really all about.

The Cook County State's Attorney's Office said Timothy Trybus, 62, has been charged with two counts of felony hate crime.

"Officer, I'm renting this area and he's harassing me about the shirt I'm wearing, ' Irizzary then tells the cop, who had already been called to the scene to investigate Trybus" intoxicated behavior. Connor was relegated to desk duty more than a week after the incident occurred.

He added that the park staff had apologised directly to Ms Irizarry and refunded the money she paid for her permit. He gets closer to her and asks "Are you a citizen?"

Irizarry can be heard saying that Puerto Rico is part of the United States and the man approaches her multiple times.

"As you can see the police are not even - he's not even grabbing him". The woman, Mia Irizarry, is heard appealing to the officer to help restrain the man, but the officer doesn't appear to engage until almost 10 minutes later, when other officers arrive.

Tamara Cummings, general counsel for the Illinois Fraternal Order of Police Labor Council said about the deplorable incident: "The video does not look good, but anybody who is a football fan knows that the video does not tell the whole story".

'People have just as much right to be here as you do, ' she can be heard telling him in the clip.

"You shouldn't be wearing that", he said, referring to a shirt that read Puerto Rico and displayed the flag.

Several different versions of the video have appeared across social media, but they all show a man, later identified by authorities as Trybus, berating a woman. "This is not the America we all believe in".
