On July 19, amid the controversy over Trump's comments in Helsinki, White House press secretary Sarah Sanders announced that the president directed Bolton to "invite President Putin to Washington in the fall".

Trump's supporters in Congress on Wednesday said they were giving him the benefit of the doubt on apparently rescinding his invitation to Putin.

However, Mr Trump has previously suggested that USA opposition to Russia's annexation of Crimea could be reconsidered.

Secretary of State Mike Pompeo, testifying to Congress, ticked off hundreds of Russians who now face sanctions, said the administration would welcome stronger sanctions to punish future election meddling, and pointed to dozens of accused spies expelled from the U.S.as evidence of the get-tough approach.

In a statement released by the state department, the USA secretary of state said the U.S. will hold on to its long-standing principle of refusing to recognise Kremlin claims of sovereignty over territory seized by force, in violation of global law.

"The United States calls on Russian Federation to respect the principles to which it has long claimed to adhere and to end its occupation of Crimea", he said. He added that he felt Putin is an enemy of the US but that "it's OK to talk to your enemies". "These are two nuclear superpowers. It will be highly contested - that is, the modalities, the means, the timing of this will be things that I'm confident we'll be discussing for a period of time", he said.

The US government says it will not accept Russia's annexation of the Crimean peninsula from Ukraine.

In a "Crimea Declaration" issued shortly before his testimony to a Senate committee, Pompeo restated US policy rejecting the annexation.

Mr Trump tweeted on Tuesday: "I'm very concerned that Russian Federation will be fighting very hard to have an impact on the upcoming Election". He said he agreed that additional sanctions could be "constructive" to that end.

While Pompeo gave no hints of any secret promises or deals between the presidents, the US State Department has said three "modest proposals" emerged from the summit: a high-level business leaders' working group; a council of US and Russian political experts, diplomats and military officials; and discussions between the two presidents' national security staffs.
