And now, two days after the election, the race between Gillum and Governor-Elect Ron DeSantis will nearly certainly go to a recount as well.

In a statement Thursday, Gillum's campaign says it underestimated the ballots that still needed to be counted when he conceded. "Our campaign, along with our attorney Barry Richard, is monitoring the situation closely and is ready for an outcome, including a state-mandated recount".

If that process shows a margin of less than 0.25 percentage points in any federal or state races, then Detzner would order a manual recount of what are known as under votes and over votes that would have to be completed by November 18.

With 99 percent of precincts reporting, the ballot returns show Republican Ron DeSantis leading by about 0.6 percent, a wider margin than the 0.5 percent required to trigger a recount, but Gillum's campaign claims there are more outstanding ballots than Gillum realized when he conceded.

At least two other races are also likely to be subject to a recount, including the Senate race between Gov. Rick Scott (R) and incumbent Sen.

If the margin of victory is less than or equal to 0.25 percent, state law requires the recount to be conducted by hand.

In the meantime, Democratic Agricultural Commissioner candidate Nikki Fried has pulled ahead of seeming victor Matt Caldwell by just 582 votes.

The Tampa Times reported Thursday afternoon that the gubernatorial race in Florida is now within "recount range".

Gillum himself took to Facebook Live to address supporters, though he did not explicitly comment on if he hoped to win: "In spite of the fact that we're a little bit down in the numbers, we're hopeful that every single vote will be counted in this race", he said. Both are lawyering up and demanding voter information from county election officials as a major recount battle gets underway in Florida.

Unlike courting pre-election votes, campaign staff must now encourage those who have already voted - specifically those with previsional ballots - to go to their county's election supervisor and cure the issues that could have jeopardized their vote.

Florida's chief legal officer, Secretary of State Ken Detzner, told county election supervisors Thursday to plan for as many as three statewide recounts and for extraordinary public and media scrutiny in the state with the singular status of unusually close elections. When those machine recounts indicate the margin is less than a quarter of 1 percent, it automatically triggers a manual recount. Duplicated ballots from the first recount are re-checked with their originals to make sure they're accurate.

The Gillum campaign also believes that, if an automatic recount is triggered in the governor race, that provisional ballots will be essential.

In Miami-Dade, only provisional and overseas ballots remained uncounted.

Elias said he's concerned that a third of the votes in the Florida Senate race are still unknown. In 2016, there were 24,460 provisional ballots submitted, with 10,998 ballots ultimately being counted, according to the Florida Division of Elections.

Ingoglia was particularly harsh about the lack of information coming from Broward and Palm Beach counties.

Election officials in other Florida counties may have disclosed the identities of which voters cast provisional ballots, however. And Nelson, who has been in a recount since Wednesday, has already begun marshalling voters with provisional ballots, hoping to "cure", or correct, discrepancies that reinstate their vote and help chip away the narrow gap between him and Scott.
