Last week, a report found 9.4 million people living with HIV worldwide do not know they have the virus.

Although the overall pace of HIV increases in the region is slowing, Eastern Europe still saw a rise in new cases in 2017, according to a report issued by the European Center for Disease Prevention and Control and the World Health Organization.

HIV diagnoses at all-time high in Eastern Europe, report says "Many of us will remember a time when an HIV positive result was effectively a death sentence".

One reason for the persistent HIV epidemic in Europe is that late diagnosis remains a challenge across the whole Region.

The minister said that the government is committed to make honest efforts for increasing the access to and uptake of HIV preventive and treatment services by engaging with all stakeholders to promote HIV awareness and minimize stigma and discrimination against HIV.

The 53 countries in WHO's European region have a combined population of almost 900 million.

In 2017, the total number of HIV carriers reached 36.9 mln; 25.7 mln of them live in African countries, the World Health Organization reports. The earlier the condition is diagnosed, the more successful treatment is likely to be, so it is very important to get tested if you think there's a chance that you might have contracted HIV.

Vytenis Andriukaitis, European commissioner for health and food safety, said that, to make further progress, health officials will have to "overcome the stigma of HIV infection and treatment and continue our efforts in dispelling false beliefs about how HIV and AIDS are spread".

Russian Federation and some former Soviet Union countries risk developing out-of-control HIV epidemics, experts said on Wednesday, after data showed a record number of new cases a year ago. Adolescents' vulnerability is also signalled by a region-wide ART coverage rate of just 37 per cent among all people living with HIV over the age of 14, a rate far below the global one of 59 per cent.

Also in Germany, an estimated 13,000 people with HIV who are unaware of their infection. Many countries fail to recognize that raising awareness among young people and offering them better access to early HIV testing are critical.

People can not get an Aids diagnosis unless they are already HIV positive.

In the rest of the former Soviet Union, new cases of infected drug users have fallen 45 percent to 6,218 a year in a decade, while new cases of heterosexual transmission increased 59 percent to nearly 18,000. Participants expressed governments' firm commitment to scale up efforts to implement the Action Plan for the Health Sector Response to HIV in the WHO European Region and achieve the 90-90-90 targets.
