It may have been a tactic created to push Democrats to do a deal but Trump's opponents said such a move would be, in the words of congressman Adam Schiff, a "non-starter", subject to fierce opposition and legal challenges. The legality of such a move is unclear, however, and the president would nearly certainly face immediate legal challenges in the courts.

Trump indicated, however, that he was not expecting a weekend breakthrough, saying there would be "very serious talks come Monday, Tuesday, Wednesday".

Trump also asserted that he could relate to the plight of the hundreds of thousands of federal workers who aren't getting paid, though he acknowledged they will have to "make adjustments" to deal with the shutdown shortfall.

Trump had campaigned on the promise that Mexico would pay for the wall.

Donald Trump remained resolute in his demand for funding for a border wall on Sunday as negotiations between Democrats and Republicans, to strike a deal and reopen the U.S. government, stalled.

Trump had once vowed to build a concrete border wall, but now says it will be made of steel slats.

White House spokeswoman Sarah Sanders announced on Twitter that Mr Trump would make a trip to the border on Thursday (local time) and said details would be released soon.

She also blasted Trump for suggesting that he may unilaterally move to build the border wall.

'Call it a wall, call it a fence, the president actually said he didn't care what you call it.

A further complication: Trump's long practice of contradicting his aides makes it hard for anyone else to negotiate on his behalf.

Trump is demanding at least $5.6 billion for the wall.

Mr. Pence said there is also agreement with Democrats on spending $675 million for "non-intrusive" inspection technology to search vehicles for drugs, weapons and other illegal materials.

Yet it may not be as easy for Trump as simply declaring that a national emergency exists.

Mulvaney said the request could drag out negotiations. In a previous budget showdown, Senate Democratic Leader Chuck Schumer likened bargaining with Trump to negotiating with "Jell-O".

He said, "Many of those people that won't be receiving a paycheck, many of those people agree 100 percent with what I'm doing", although there has been no survey of government workers' views on Trump's wall proposal. The bills are almost identical to legislation designed by Republicans in the Senate in 2018.

Trump says he's still mulling declaring a national emergency to try to circumvent Congress.
