Mr Trump is scheduled to visit the southwest border on Thursday (Jan 10) and it was not clear whether he still might choose to make the national emergency declaration.

President Donald Trump has told Americans in a prime-time speech Tuesday that the US-Mexico border is a "crisis of the soul" and Congress must approve construction of a wall to end a government shutdown now in its 18th day.

He said he was conceding to the Democrats in making the wall steel rather than concrete, as he painted illegal immigrants as criminals and drug dealers who put a strain on public resources and fuel the deaths of Americans by drugs.

In 2006, senators Chuck Schumer, Barack Obama, Hillary Clinton and Joe Biden voted in favour of 700 miles (1,120km) of fencing on the almost 2,000-mile border under the Secure Fence Act.

Trump said on January 6 he's considering declaring a national emergency as the United States struggles to stop the aliens from entering the country without permission, noting that even his opponents admit he has the authority to do so.

Once Trump finished his speech, CNN and other outlets quickly went to fact checkers to dispute some of the president's claims.

While Trump has frequently painted a picture of an "unprecedented crisis" of illegal immigration at the U.S.

Democrats controlling the House have agreed to fund only United States dollars 1.3 billion for border security.

"Now that the television networks have chose to air the President's address, which if his past statements are any indication will be full of malice and misinformation, Democrats must immediately be given equal airtime", Democrat leaders Senator Chuck Schumer and House Speaker Nancy Pelosi said in a statement last night, even as various liberal quarters demanded that Trump's speech should be subjected to a delayed telecast to enable instant fact-checking given his propensity for lies and dissembling.

Since the stalemate over funding is ongoing, Trump had no other choice but to take his case directly to American people in a speech planned for later in the day, the vice president said, as suspense continues to build over the possible big announcement. But the New York Democrat says the "symbol of America should be the Statue of Liberty, not a 30-foot wall".

The number of illegal border crossings is down from 1.6 million in 2000 to less than 400,000 a year ago.

According to the report from Rebecca Ballhaus and Peter Nicholas, "During a private meeting with aides at Camp David on Sunday, Mr. Trump said he wanted them to come up with a resolution to the shutdown fight that would reopen the government without him appearing to have capitulated to Democrats, a person familiar with the meeting said".

The networks said on Tuesday morning that they will carry the Democrats' response.

Despite the focus on the border with Mexico, most immigrants living in the US without authorization entered with visas and then stayed on when their documents ran out.

The White House suggested at the weekend that thousands of terrorists were caught attempting to cross the US-Mexico border, but in fact all but a handful were stopped at airports.

But the president would be accused of usurping Congress's constitutional power of the purse, and the move would be bogged down in a quagmire of legal challenges.

More should be revealed about Trump's eventual endgame for the shutdown tomorrow.
