What are the effects of the partial shutdown?

Republicans in Congress continue to show support for Trump's positions. As of this weekend, there is still no clear path ahead to end the shutdown.

Even Republicans who are supportive of using these powers acknowledge that a Congressional negotiation is preferable, and that invoking them would inevitably lead to a protracted court fight. Eighteen percent say they have been inconvenienced, including 7 percent who say it has been a major problem.

Partisan differences also shape the choices ahead.

Mr. Trump described an emergency declaration as the "easy way out" and said Congress had to step up to the responsibility of approving the $5.7 billion.

Graham said he thinks Trump is willing to accept the level of wall funding he is seeking, along with some immigration measures Democrats might find acceptable, such as helping immigrants who were illegally brought to the U.S.as children. Some posted photos of their empty earnings statements on social media as a rallying cry to end the shutdown, a jarring image that many in the White House feared could turn more voters against the president as he holds out for billions in new wall funding.

Trump had said Thursday, during a visit to the border town of McAllen, Texas, that he might declare a national emergency.

The president faces sizable opposition from the public were he to do so. Building the wall was one of the U.S. president's key election pledges but Democrats are fiercely opposed to his plans.

Under Judd's leadership, the NBPC has become a key ally in backing Trump's border security agenda. Almost half of all Americans (47 percent) say there is a serious problem at the border but decline to call it a crisis.

"It's a bad precedent", Republican Senator Chuck Grassley said on CNBC. "Just give in. He's not going to give in", Graham said.

In his tweets Saturday, Trump reacted sharply to a televised comment that he lacks a strategy for ending the shutdown.
